disable fw reboot on base vm and default chain rules

Fix: Instantiation fails when rebooting fw on base vm. This steps are commented, as they are unnecessary. Firewall is already rebooted on clone start up. Fix: Commented the default chain rules on iptables_template to allow the user to specify any desired default chain rule.
